Under the Act of June 10, 1896, persons claiming citizenship had to make a written application to "Five Civilized Tribes"  Under an agreement with the Cherokee tribe of August 7, 1902, eligibility for Enrollment, and, Records Relating to the Identification of Mississippi Choctaws.
 
Records List of names of 14th Article Claimants-are inconsistent in that the Identification Roll of Mississippi Choctaws/ In 1837-1837 Commissioner A-McKennon was sent to Mississippi to investigate the complaints of the 14th Article Claimant Reservee/Reservation Lands of Mississippi Choctaw Lands sold by the Government prior to Satisfaction of 14th Article Claimants in Mississippi and create a new Agent William Wards List of 14th Article Claimant Reservees and to Submit the new
list of 14th Article Claimants in Mississippi and in Mar 10, 1899 McKennon Rolls was submitted to the Dawes Commissioner in the Indian Territories and to the Secretary of Interior- However, Commissioner Bixby finding errors in the 1899 McKennon Roll returned the roll to the Secretary/
who returned the 1899 McKennon Roll to the Commission and instructed the Commission to continue adding and striking names from the 1899 McKennon Roll/ The Secretary of Interior never having Approved the 1899 McKennon Roll and the in Mar 1, 1907, Secretary Discontinued the 1899 McKennon Roll prior to the Mar 4,1907 Closing of the Final Rolls. Final Disposal of the 1899 McKennon Roll without any legal written notice to the Commission or to Congress for Congressional Debate-
 
The list of persons below-prepared by the Commission in Mississippi and approved by Secretary under Act of July 1, 1902 (32 Stat. L.,641) who appear on Identification Roll of Mississippi Choctaws. However, never removed to Indian Territories and therefore were not enrolled on the Dawes Final Rolls of the Mississippi Choctaws "Five Civilized Tribes".        
List of persons whose names appear on Identification Roll of Mississippi Choctaws prepared by the Commission to the Five Civilized Tribes, and approved by the Secretary of the Interior under the provisions of the Act of June 28, 1898 (30 Stat. L.,495) but who were not enrolled on the final rolls of the Mississippi Choctaws entitled to allotments in the Choctaw Nation under the provisions of the Act of July 1, 1902 (32 Stat. L.,641). There is a handwritten notation at the bottom of the page: Dawes enrollment – I.D. as Mississippi Choctaws but did not remove.

E. J. Horne v. The Choctaw Nation.
In this case the pleadings and proof show that the claimant is a Mississippi Choctaw, and that prior to his application to be enrolled he had, in good faith, moved into the Choctaw Nation, and on the 9th day of September, 1800, filed with5976 30the Dawes Commission his application to be enrolled as a Choctaw citizen. That he is a Choctaw by blood.
 
The act conferring jurisdiction on the commission to negotiate with the Five Civilized Tribes, called the "Dawes Commission," entitled "An act making appropriation for current and contingent expenses of the Indian Department," eta approved June 10, 1890 (Stat. L., 181)5-90, p. 339), among other things provid that "every application for citizenship must be made to the commission with three months after the passage of the aforesaid act." And, therefore, the claimant in this case, having complied with that provision of the statute, and being "Mississippi Choctaw," and having returned to the Choctaw Nation in good faith under the rule laid down in the decision just rendered, in the case of Jack Amos et al. v. Choctaw Nation, he is entitled to be enrolled as a Choctaw citizen, unless the fact that he is a Choctaw of less than one-eighth blood shall deprive him that right.
 
On November 5, 1880, the following act of the Choctaw council was approved and went in force:
AN ACT entitled "An act defining the quantity of blood necessary for citizenship."
SEC. 1. Be it enacted by the general council of the Choctaw Nation assembled. That hereaft all persons noncitizens of the Choctaw Nation making or presenting to the general council petition for rights of Choctaws in this nation, shall be required to have one-eighth Choctaw blood and shall be required to prove the same by competent testimony.
 
Sec. 2. Be it further enacted. That all applicants for rights in this nation shall prove their mature of blood to be white and Indian.
 
Sec. 3. Be it further enacted, That no person convicted of any felony or high crime shall be admitted to the rights of citizenship within this nation.
 
Sec. 4. Be it further enacted. That this act shall not be construed to affect persons within the limits of the Choctaw Nation now enjoying the rights of citizenship.
 
Sec. 5. Be it further enacted, That this act shall take effect and be in force from and after its passage. (Durant Digest, p. 286.)
 
By the fourteenth article of the treaty between the United States and the Cha taw Nation, negotiated on the 27th day of September, 1830. as interpreted by the court in the aforesaid case of Jack Amos et al. v. The Choctaw Nation, all Missiisippi Choctaws and their descendants were entitled, upon their removal to the Choctaw Nation, to all the privileges
of a Choctaw Citizen, except to the right to participate in their annuities. This right of citizenship being conferred by the treaty, no law afterwards enacted by the Choctaw council can deprive them of that right, because it would be in conflict with the treaty, which confers that right to them and their descendants, without reference to the quantity of Indian blood.
If they are descendants of Choctaw ancestors, it is sufficient. As to then therefore, the law does not apply.
 
In this case the claimant is entitled to be enrolled as a Choctaw citizen. Thedecision of the Dawes Commission is and judgment will be entered for the claimant.

Those Ancestors of MCR-14th Article Claimants Searching/Researching for CDIB Cards (Certificate Degree of Indian Blood) in that the Choctaw Nation Oklahma/ does not except any' CDIB Application with an MCR-14th Article Criteria Attached to a Roll Number- and/Mississippi Band (1945)- Compliant under 1940 Federal/National Census/MS/ However, both' Nations are "Universal" Recognized under "Five Civilized Tribes" Oklahoma- However the Mississippi Band and the Choctaw Nation (Oklahoma) That the Government under Article 3rd Removed the Body of Choctaw Nation (Oklahoma) and 1831-1837 the Government forced the Remaining Choctaw in Mississippi to move to the Indian Territories and Recognized under same' 1830 Treaty of Dancing Rabbit Creeek, under the "Five Civilized Tribes" Oklahoma- 
 
In that the Choctaw Nation Oklahma/ does not except any' CDIB Application with an MCR-14th Article Criteria Attached to a Roll Number- Is in conflict with the by Choctaw Nation CDIB Application 14th Article 1830 Treaty- in that the 14th article does not separate the CDIB-Certification by Choctaw Blood of 14th Article Claimant from "Privileges of Choctaw Citizenship" and the right to participate in their annuities and whether in Choctaw Nation/or/Mississippi Band is in direct Enrollment Conflict with the 14th Article 1830 Treaty of Dancing Rabbit Creek-Mississippi- Although, many 14th Article Claimant Rights have been violated by
the Choctaw Nation(S) Rights of Citizenship in the Choctaw Nation(S) However, the rights of 14th article Claimants and Ancestors thereof; must continue to pursue/and/ restore the Lost Federal/National Choctaw Inherent Rights of the MCR-14th Article Claimants-
 
"This right of citizenship being conferred by the treaty, no law afterwards enacted by the Choctaw council can deprive them of that right, because it would be in conflict with the treaty, which confers that right to them and their descendants, without reference to the quantity of Indian blood"
 
ARTICLE XIV.
Each Choctaw head of a family being desirous to remain and become a citizen of the States, shall be permitted to do so, by signifying his intention to the Agent within six months from the ratification of this Treaty, and he or she shall thereupon be entitled to a reservation of one section of six hundred and forty acres of land, to be bounded by sectional lines of survey; in like manner shall be entitled to one half that quantity for each unmarried child which is living with him over ten years of age; and a quarter section to such child as may be under 10 years of age, to adjoin the location of the parent. If they reside upon said lands intending to become citizens of the States for five years after the ratification of this Treaty, in that case a grant in fee simple shall issue; said reservation shall include the present improvement of the head of the family, or a portion of it.
 
"Persons who claim under this article shall not lose the Privilege of a Choctaw Citizen, but if they ever remove are not to be entitled to any portion of the Choctaw annuity"
